DOOH Verification 101: How Playout is raising the standard for delivery data

Out-of-home (OOH) is recognised as one of the most trusted, transparent and accountable media channels. Unlike online media, it isn’t exposed to ad fraud: no bot traffic, fake clicks or fraudulent impressions inflating the numbers.

But that trust has to be backed up with proof. Buyers expect granular evidence that their campaigns delivered as booked. To give clients confidence they’re getting what they pay for, OOH’s standards of reporting need to keep rising.

That’s where industry collaboration matters. We’ve always supported initiatives that bring the sector together to raise standards and help brands and agencies get more from OOH.

For UniLED, trusted, consistent delivery data is fundamental to giving our clients the insight they need to verify, optimise and measure their campaigns.

That’s why we’re strong supporters of Playout.

What is the Playout Initiative?

Playout is a centralised data warehouse for recording, consolidating, and sharing audited playout data from the UK’s major media owners.

Its purpose is to bring standardisation, efficiency and oversight to how campaign delivery data is collected and shared, giving the industry one consistent, accountable source of truth.

It is overseen by Outsmart, the UK OOH trade body, and governed jointly with the IPAO, which represents the largest buyers of OOH. It is built and operated by Adwanted UK and independently audited by mediasense (formerly part of PwC).

It comes at a time when DOOH investment is growing fast.

AA/WARC stated in July that the OOH sector experienced good growth in early 2026. The ad expenditure report predicted the sector will continue on this trajectory this year and beyond, with digital (DOOH) leading the way.

Fast forward to October, the latest IPA Bellwether report found OOH budgets had returned to growth, with the net balance increasing from -2.5% to +3.6% in Q3 2026.

More spend, particularly on DOOH, means more campaign delivery data to manage.

OOH campaign delivery data has traditionally operated through a peer-to-peer system where media agencies (the buyer) collect playout reports from each media owner (the sellers).

However, that data wasn’t subject to any industry-wide, third-party audit, and it came at differing levels of granularity, which the buyer had to consolidate for analysis, optimisation, and reporting.

This is no mean feat.

Playout changes this. It provides a single, secure, standardised platform, and the data itself is now audited by a third party across the industry.  Instead of piecing together reports from every media owner, buyers get one audited source of delivery data, which improves accountability and saves time.

How does Playout work?

Every time an ad plays on a DOOH screen, the screen’s media player automatically generates a playlog. This provides a record of exactly what played, where and when.

That data is then brought together, standardised and validated. Because Playout sees data from across the market, it can also reject duplicate records and stop the same screen reporting two different ads at the same moment.

Importantly, because playlog data is automatically generated at the point of playback, it provides an objective record of campaign delivery rather than a manually compiled report.

Recognised by international industry bodies including OOHMAA and OMA, playlogs are considered a ‘source of truth’ and objective proof of delivery.

What does the Playout Initiative mean for UniLED?

Before Playout launched, UniLED accessed playlog data through direct integrations with the CMS of every media owner in the UK.

Playout now brings that data together in one place, in a standard format. For media owners that don’t subscribe to Playout, we continue to ingest playlogs directly through our existing integrations.

An added benefit is that Playout attaches metadata to each log entry – this includes brand name, agency information, screen ID, timestamp, creative ID, duration and location data.

UniLED ingests these playlogs and reconciles every one against our clients’ booked plans, screen by screen and hour by hour, to verify that their campaigns ran as planned. We then overlay Route audience data on the verified plays, so audience figures reflect what actually ran.

That gives our clients a true picture of both delivery and audience. It flags any issues so they can be put right, and shows any over-delivery, additional value that would otherwise go unnoticed. We turn that data into insights that help clients optimise in-flight and plan future campaigns, and help them measure results with more confidence, because measurement is based on what actually ran rather than what was planned.

And the data itself is checked too.

Playout is independently audited by mediasense. As part of the audit, a team of analysts visits a representative sample of screens across different formats, media owners and locations. They record exactly what plays and when, then match it against the records in Playout and the media owners’ own systems.

The results speak for themselves: in 2024, 98% of the frames sampled matched perfectly, and so far in 2026, 100% of sampled ads have matched the records reported in Playout.

The framework developed by mediasense is built around three areas: proof of play, data validation, and data segregation. It works consistently across multiple media owners and source systems, giving agencies and advertisers added assurance of the accuracy, security, and integrity of the underlying data.

Before transitioning, the team here at UniLED also completed six months of validation testing to verify the full accuracy and consistency of the delivery reporting.

This meant using both our own integrations and the Playout feed to ensure that both matched. This gave us confidence in the data before we transitioned to Playout.

The Playout Initiative is the data collaboration the DOOH industry needed.

By bringing together key stakeholders in the industry it is truly serving its purpose of offering a source of data truth.

Not only is Playout independently built and operated by a technology partner, and audited by a third-party organisation, it offers the consistency and integrity the DOOH industry needs, and wants.

This clarity, accountability and transparency is essential for further establishing confidence in the sector, helping to encourage the ad spend the channel deserves and the continued technical innovation it needs.
